Why Hotmail adreses are all time being bounch?

Hotmail has had a much smaller limit on the size files it accepts. I.E picture files, any large attachments etc get bounced back. I believe 1MB was the max for hotmail. I understand they are increasing it to 2 GB so it should be less of a problem in the future.
