Can you tell me anything about Dr. Harvey Gates Townsend?

He was the Professor of Philosophy at the University of Oregon & several other colleges during the 20's - 30's. He authored several books about philosophy. What other information do you know about him? Is he considered a Philosopher? Do any of his writings, lectures or other works have any relivance or importance in todays study of Philosophy?
