Can the RIO in the f-16 falcon take control of the plane should something happen to the pilot?

F-16 was single seat, single engine. The pit in the back was for an Instructor Pilot, a safety pilot for certain sorties (like when we had to wear the chemical gear) and the Flight Surgeon to log time.
