Will Indian Ruppees are accepted as a 10000 bhat equivalent for Visa On Arrival on Thailand Airport?

Is it easy to find Forex centres at the Bangkok Airport for INR to Thai Bhat to get the VOA. I am planning to carry some bhat from India and exchange rate here is 1 Thai Bhat=1.6 INR . Can i expect to find a better rate at the Airport or in the Bangkok city.
