Why Wont My Laptop Charge?

I have a Dell Inspirion 1150, When i plug in the charger, and put it in my laptop to charge the battery. The lights in the front flicker, and then nothing. I took it apart to check the adapter, and it seems as though it is soldered correctly still. What could be causing it to not charge? The charger is fine. I know that it works. So i don't understand.
