2000 Plymouth Neon that won't start?

My daughter has a Neon that started giving her problems stalling at stop lights. She came home from college and the temp got cold and car won't start. Changed spark plugs (they were wet with gas) put new ones in and tried to start the car and it acts like its flooded and can smell gas. Thinking it's a sensor or maybe the tbi is gummed up? Any ideas?
